First off, full disclosure: even by normal leak standards, this one is of particularly low visual quality. However, it does look suspiciously like the real deal, as the user interface seems to follow Samsung's design conventions, and the app itself responds to screen touches, that is, it isn't just a screenshot. Also, at this point we've given up on labeling such leaks as "possibly wrong", seeing as pretty much all the different sources' info lines up perfectly.
As for Bixby itself, the video shows what appears to be its main app page, which has a large, orange area dedicated to what appear to be several action prompts, to the right of some of which are icons, one of which looks like a star, and the other could be a stylized house if you squint hard enough. Perhaps these are suggested destinations? Even if all the text weren't in Chinese, we really couldn't really tell you, due to the video's horrendously low quality.
On the bottom of the screen we can also clearly see a cut-off part of an image with a man's face hidden behind the translucent navigation bar. Just next to the descriptive text above it, what looks like YouTube, or probably Weibo's logo is visible, suggesting either some integration with third party apps, or more likely search-powered suggestions, similar to Google Now's cards.
